The bags says they were made by "National Emblem". This company was in business from 1914 till 1992 when it was dissolved. It was located in Madison, WI. The patches are from around 1980 or very possibly earlier as there is no zip code on the national emblem label which looks 70s. They have some slight curling that could easily be ironed out if you want them absolutely perfect.
